ISO/TS 16949 is an ICOP Certification
Industry Controlled Other Party (ICOP) certifications are considerably different that the standard ISO 9001 certifications. Automotive OEM’s, in an effort to improve their supplier performance, have taken over the certification process. Selected registrars are under contract to the International Automotive Oversight Board (IAOB). Tough TS auditor qualification criteria and heavy-handed IAOB oversight has greatly ramped up the intensity of the audit process and increased the emphasis on the requirement for organizations to manage their systems using the process approach.

Customer-specific Requirements
Though not included in the ISO/TS 16949 standard, as they were in QS-9000, Customer Specific Requirements are very much part of ISO/TS 16949 and will be part of the certification audit. Contract review, internal audit results, and others need to show evidence that these requirements were included in the management system. Understanding the ISO/TS 16949 Certification Process
Certification to ISO/TS 16949 is a two-staged event:
- Readiness Review Preparation
- Activities & Requirements
- Process defined - sequence and interaction
- System documentation – document review completed
- Customer scorecards for last 12 months
- Identification of Customer Specific Requirements
- Key indicator trends for the last 12-months
- Customer complaints for last 12-months and trends
- Internal audits for last 12-months
- Records of one complete round of process-based audits
- Evidence of satisfactory training & testing of internal auditors
- Management review results for the last 12-months
- Primarily a desk audit
- Purpose is to determine if an organization has a likelihood of being ready for the Stage Two.
- Nonconformities are not written, the report resembles a Preassessment Report
- This activity is a Pass/Fail event
- Pass: go on to Stage Two within a three-month period
- Fail: start again and when ready reschedule another Stage One
- System completely installed and effective
- Complete round of internal audits
- No open internal corrective actions
- Full system audit with support interfaces
- Must previously have passed audit of support sites
- All suppliers must be ISO 9001 certified
- No open findings from the registrar
- True system audit – little time spent in conference room

A gap analysis is an activity designed to evaluate the existing system against the automotive requirements, identify the gaps, and develop an action plan to close those gaps so that the system then conforms. Part of the activities of this gap analysis & planning would be spent in training in the requirements and the recommended actions. A deliverable from the gap analysis would be a report showing strengths, weaknesses, and areas that need to be addressed.
The primary complaint of most organizations is lack of senior management support. This one to two hour management overview is designed to present to senior management the benefits of an improvement based ISO/TS 16949 management system.
